- Receives ROs for local purchases from the concerned requester after authorization.
- Requests price quotations from various suppliers for preparation.
- Submits selection for approval according to the financial rules of the Delegation to the Purchaser.
- Assists the Logistician in charge,
- Procures the requested items in the shortest possible lead-time and against the most advantageous cost whilst taking into account that quality of the goods must remain within ACTED standards.
- Ensures follow up of the purchasing process until delivery of the goods and ensures official handover of items against signature of receipt.
- Understands and fully adheres to ACTED purchasing procedures and financial rules and uses these to ensure transparent and accountable purchasing activities.
- Maintaining of adequate supplier pool within the assigned field of work.
- Strong participation in developing coherent purchasing strategies and implementing these within the guidelines of ACTED purchasing rules.
- Handles petty cash purchases upon requests.

Monitoring and Evaluation Specialist Jordan Municipal Governance Location: Amman, Jordan Description: Global Communities, formerly CHF International, is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable. Global Communities is seeking a Monitoring and Evaluation (M&E) Specialist for an anticipated USAID-funded local governance program in Jordan. The program will focus on strengthening municipal governance to promote stability in Jordan - including tax collection, strategic planning, public financial management and municipal services. The M&E Specialist will be responsible for leading all program M&E activities and will be based in Amman with required travel to targeted municipalities. Global Communities is looking for individuals who have a passion for making a difference in the lives of people around the world. Responsibilities Include: •Provide leadership and strategic vision to M&E activities across program components. •Oversee development of the program’s Performance Management Plan (PMP). •Design and manage the program’s M&E system. •Develop and implement processes and methodologies to ensure consistent data collection and management in keeping with PMP. •Analyze and interpret qualitative and quantitative data in order to gauge project impact. •Contribute to work plans, reports, success stories, and other deliverables. •Manage a team of local staff. Qualifications: •Bachelor’s degree required; Master’s degree preferred in international development, public administration, business administration, statistics, or other relevant field. •A minimum of 7 years of professional experience in managing M&E activities on large complex donor-funded international development projects, preferably funded by USAID. •Excellent knowledge of and experience in advanced statistics and research methodology, including skills in sampling techniques and methodologies, professional use of computer software for statistical and other relevant applications (such as SPSS, STATA and spreadsheets). •Advanced working knowledge of MS Word, Excel, ACCESS and/or other database programs. •Experience with impact assessment and change management. •Excellent presentation/training skills, including experience in the design and facilitation of short- and long-term training programs. •Strong interpersonal and written communication skills. •Fluency in Arabic and excellent English required. •Jordan nationals encouraged to apply.

SCOPE
The Outreach Midwife will support the mobile medical team in Mafraq governorate that will service over 50,000 Syrian refugees and vulnerable Jordanians. The mobile medical team will consist of one doctor, one midwife and one nurse.
This position is based in Mafraq with continuous travel to target districts within the governorate. Under the direct supervision from the Community Health Manager, the mobile medical team will engage with the community health volunteers and work closely with program will support the CHVs in Mafraq and coordinate with two mobile clinics and two primary health care facilities.
The medical team will also establish a referral system with the Women’s Empowerment and Protection department responsible for responding to the psychological needs of the refugees.The midwife will provide clinical care to the highest quality and in accordance with national and international laws and standards.
 
Responsibilities
The midwife will be specifically responsible for achieving the following objectives:

-Providing clinical care to women and adolescents in a remote setting

-Providing advice, care and support for women and their babies during pregnancy, labour and early postnatal period

-Developing, assessing and evaluating individual program of care

-Identify high risk cases and refer to doctors and other secondary care facilities

-Arranging and providing parenting and health education

-Providing counselling and advice to all patients
Participating in the training and supervision of junior colleagues

-Manage inventories of RH commodities in a professional and tidy manner ensuring accountability in collaboration with the health administration and logistics officer

-Updating patients registration books and other related appointment information;

-Maintaining and reviewing patient records, charts and other pertinent information relating to HIS;

· Provide daily curative services for general diseases at the clinic for minor cases
· Provides a referral base at the clinic for more severe cases to other specialized services
· Manage and provide directions for the staff in mobile clinic for day to day activities
· Support the needs of systems and databases as required to ensure proper care of patients
· Liaise with pharmacies, laboratories and other providers as needed to ensure quality care
· Manage inventories of supplies in a professional and tidy manner ensuring accountability
· Report needs and concerns to the community health manager
· Acknowledges patient’s rights on confidentiality issues, maintains patient confidentiality at all times
· Demonstrate good communication skills and adequate respect for patients and their families
· Perform tasks as needed by the program manager that are relevant to your position

Responsibilities
I. Administration/Liaison
 Draft/prepare all administrative letters in capital;
 Prepare all Administrative Documents such as internal notes, regulation, memos etc;
 Follow & Prepare letters/documents in order to solve all ACTED requirement with governmental offices and NGOs in capital level;
 Organize meetings with authorities in capital level for ACTED Senior management;
 Follow up of Legal-related issues, in coordination with Country Admin/HR Manager and legal counsellor.
 Ensure compliance of ACTED to legal requirements of the Capital area;
 Management of ACTED premises lease & ensure contract are updated and renewed for each premises;
 Manage the guests in GH and set regular follow up/management regarding payment with Finance.
 Manage the ACTED office and GHs
 
 
 

II. Human Resources Management

II. I. National Staff:
 Support to the Management of staff in Capital and area offices;
 Management of public holidays & keeping informed all bases/staff (national/International).
 Control & checking attendance sheets of staff and support to arrangement of monthly (Titanic) report for salary payments;
 Ensure all staff (national) have comprehensive ToRs;
 Follow up of staff appraisal form with relevant department managers in Capital office and support area offices in the appraisal process;
 Support to the process and management of Award and or disciplinary action to staff as per ACTED HR Manual.
 Management/Follow up of staff leaves, provide necessary forms for staff in Capital office and review the whole process for Area offices, while needed;
 Follow up of ACTED HR standards templates in line with ACTED HR Manual/internal regulations
 Update and maintain Capital office Organization Chart in accordance to the size of program (new staff, new dept. & new projects)

II. II. International Staff:
 Manage the presence of ACTED International staff in Area GH and communicate with logistic dept. to provide necessary requirements (food, bed clothes, towels, kitchen hygiene materials etc).
 Follow up on the visa, work permit and residency requirements for international staff.
 Support on the overall all work of Cook/Cleaners in Office and GH;
III. Titanic Follow up

III. I. National Staff:
 Preparation and review of employment contracts for national staff in capital and area offices.
 Follow up on health insurance issues with area offices and insurance provider.
 Titanic Monthly Report Follow up:
- Staff list/Staff Changes report to be validated by 22nd of each month.
- Validation of all overtime calculation for staff in capital and area offices.
- Review and validation of staff attendance sheets.
 Review and update the national staff grade, salary & position to be in accordance with country approved salary grid;
 Organize area visits to cross check Admin/HR documents & review the HR system on regular basis to ensure transparency and accuracy and proper set up;
 

IV.
IV.I. National Staff Recruitments:
 Prepare vacancy announcements for Junior National staff in capital area and follow up with area offices on their planning and needs;
 Cross check with Capital Finance to ensure budget is available for new recruitments;
 Ensure that ToRs are prepared by line manager prior to release the vacancy announcement;
 Ensure that all CVs will be reviewed by relevant dept. prior short listing;
 Prepare a comprehensive/clear short list for successful candidates to attend for Interview(s)
 Ensure to collect all necessary documents of applicants as indicated in ACTED HR Manual;
 Ensure to check“Reference Check” prior to offer the position.

- Ensure daily briefings are given to MSF project doctor regarding numbers seen, problems encountered, emergency patients, referrals made, safety issues and any other relevant information.
- Participate in preparation and delivery of in-house training of the staff (quality of care, patient and staff safety, update of protocols…).
