Monitoring and Evaluation Specialist Jordan Municipal Governance Location: Amman, Jordan Description: Global Communities, formerly CHF International, is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable. Global Communities is seeking a Monitoring and Evaluation (M&E) Specialist for an anticipated USAID-funded local governance program in Jordan. The program will focus on strengthening municipal governance to promote stability in Jordan - including tax collection, strategic planning, public financial management and municipal services. The M&E Specialist will be responsible for leading all program M&E activities and will be based in Amman with required travel to targeted municipalities. Global Communities is looking for individuals who have a passion for making a difference in the lives of people around the world. Responsibilities Include: •Provide leadership and strategic vision to M&E activities across program components. •Oversee development of the program’s Performance Management Plan (PMP). •Design and manage the program’s M&E system. •Develop and implement processes and methodologies to ensure consistent data collection and management in keeping with PMP. •Analyze and interpret qualitative and quantitative data in order to gauge project impact. •Contribute to work plans, reports, success stories, and other deliverables. •Manage a team of local staff. Qualifications: •Bachelor’s degree required; Master’s degree preferred in international development, public administration, business administration, statistics, or other relevant field. •A minimum of 7 years of professional experience in managing M&E activities on large complex donor-funded international development projects, preferably funded by USAID. •Excellent knowledge of and experience in advanced statistics and research methodology, including skills in sampling techniques and methodologies, professional use of computer software for statistical and other relevant applications (such as SPSS, STATA and spreadsheets). •Advanced working knowledge of MS Word, Excel, ACCESS and/or other database programs. •Experience with impact assessment and change management. •Excellent presentation/training skills, including experience in the design and facilitation of short- and long-term training programs. •Strong interpersonal and written communication skills. •Fluency in Arabic and excellent English required. •Jordan nationals encouraged to apply.
