ASSIGNMENT
The Database Manager is responsible for accurate and efficient database development, database maintenance and data management from the field data collection activities keeping quality data recording and reporting standards and documentation filing. Database manager will be directly supervising database assistants and hotline operators on their daily activities.
FUNCTIONS
1. Database development, database maintenance, data processing and management:
1.1. To develop database using Excel/Access or other software for internal database management;
1.2. To develop and maintain up to date databases as required, including across all relevant programs and supporting all relevant departments / units;
1.3. To train and manage data entry staff under his supervision how to enter all data and figures as needed in a consistent, accurate and efficient manner;
1.4. If necessary: to set up server and intranet connection as “server-client” for having automatic update of one database by several “client” computers at the same time;
1.5. To collect all documents needed for the database and enter each beneficiary into the project database for projects;
1.6. To provide data outputs quality reporting upon request.
1.7. Support the preparations and distributions of E-cards:
• Follow the collection of E-cards from WFP until the Base Area.
• Prepare all the E-cards, Pin Numbers and Distribution Receipts for each of the distribution points.
2. Project reporting
2.1. To supervise data management and timely, accurate data entry as required, data analysis and accurate reporting;
2.2. To process data and information from field - in particular ensure quality, consistency, accuracy, truthfulness, comprehensiveness of all distribution, monitoring and appeals data;
2.3. To link data collected by barcode scanners through Excel/Access database software;
2.4. To supervise and prepare the workplan schedule once a week for the database team;
2.5. To prepare all reports as per request by the Team leader and Project Managers;
2.6. Where required, scanning relevant documents for upload to the database.
2.7. Assist with data analysis and monitoring of appeals where needed.
2.8. Create a reporting mechanism for all the activities with all the stakeholders being trained on how to operate the database.
2.9. Provide with suggestions and initiative on improvement of the work process if needed;
3. Filing
3.1 To ensure that up-to-date files are maintained, both electronically, scanned and in paper form;
3.2 To perform accurate filing of all processed documents, monthly consolidated filing of key project documents in his/her area offices.
4. Perform other tasks when delegated by Project Manager and/or Team Leader.

BACKGROUND TO IRC
Founded in 1933, the International Rescue Committee (IRC) is a global leader in providing emergency relief, rehabilitation, post conflict development, human rights protection, resettlement services and advocacy for refugees and other uprooted or affected by violent conflict and oppression. The IRC is committed to restoring hope, freedom, dignity, and self-reliance.
 
SCOPE
The Outreach Medical Doctor will take on the role of setting up and overseeing the mobile medical team in Irbid governorate that will service over 50,000 Syrian refugees and vulnerable Jordanians. The mobile medical team will consist of one doctor, one midwife, one nurse and one senior outreach officer. This position is based in Irbid with continuous travel to target districts within the governorate.
Under the direct supervision from the Community Health Manager, the mobile medical team will engage with 40 community health volunteers and work closely with program will support 80 CHVs in Mafraq and Irbid and coordinate with two mobile clinics and two primary health care facilities. The medical team will also establish a referral system with the Women’s Empowerment and Protection department responsible for responding to the psychological needs of the refugees.
 
In addition, the medical doctor will provide professional medical care to the highest quality and in accordance with national and international laws and standards.
 
Responsibilities
The medical doctor will be specifically responsible for achieving the following objectives:
· Provide daily curative services for general diseases at the clinic for minor cases
· Provides a referral base at the clinic for more severe cases to other specialized services
· Manage and provide directions for the staff in mobile clinic for day to day activities
· Support the needs of systems and databases as required to ensure proper care of patients
· Liaise with pharmacies, laboratories and other providers as needed to ensure quality care
· Manage inventories of supplies in a professional and tidy manner ensuring accountability
· Report needs and concerns to the community health manager
· Acknowledges patient’s rights on confidentiality issues, maintains patient confidentiality at all times
· Demonstrate good communication skills and adequate respect for patients and their families
· Perform tasks as needed by the program manager that are relevant to your position

Major Duties & Responsibilities:
Activities, Design and Implementation of Program:

Cooperate in continuous needs assessments in the communities in collaboration with the senior community health officer and health M&E officer
Support in selection, recruitment, training of CHVs using internationally accepted curricula and pre/post tests
Provide regular support to the CHVs in the provision of continuous learning and improvement
Arrange for regular meeting to give and receive feedbacks, and workshops for CHVs
Training and providing guidance to CHVs in digital data collection and data synchronization
Ensure that all data is collected and compiled correctly and in time, provide feedback to CHVs if they are gaps or incoherent information

Supervision & Monitoring:

Schedule regular site visits for monitoring and supervision to ensure quality of services, accurate data collection and tracking of health promotion activities and client satisfaction surveys
Conduct regular visits and provide supportive supervision to the community health volunteers
Keep tracking CHVs activities in the field and their progress at any point of time
Maintain the time sheet accuracy and conformity with both CHVs and CHVs Supervisors payments

Evaluate of individual and overall CHVs and CHVs supervisors’ performance through various tools including monitoring visits, activities evaluations, and feedback forms

Ensure that all data manipulation and sharing are done following the confidentiality principle and information sharing procedure
 
Community Health information System:
In coordination with senior health M&E officer and health data analyst, develop and or revise data collection, monitoring, evaluation and reporting tools as necessary and according to needs

Ensure accuracy and quality of data collected from all CHVs in a monthly basis

Conduct biweekly data check, quality audits and analysis followed by action as appropriate

Oversee electronic data entry via tablets, computer as well as paper based data entry

Reporting:
Enhance effective communication, data flow and information sharing between staff and volunteers

Oversee data collection and analysis of CHV reports on activities and community needs

Develop required reports on CHV performance and effectiveness, based on evaluations

Provide on the day of the case meeting up to date cases follow up plan

Participate in the weekly case meeting and other when needed

Produce periodic report on the different relevant statistic and produce

Provide regular updates to the IRC security and operations team on any potential risks or issues in the communities
Key Working Relationships:
Position Reports to: Senior Health M&E Officer
Position directly supervises: 10 CHV Supervisors and 50 CHVs
Close collaboration with: Senior Community Health Officers, Health Data Analyst
Other Internal and/or external contacts: Along with health program IRC has three other different programs of cash assistance and social services and operational department that provides supportive services to run the programs. SCOPE OF WORK:
The IRC is expanding its services at the fixed clinics at Mafraq and Ramtha to provide the essential laboratory tests to the patients according to their needs. The Laboratory administration Officer will be responsible for overall coordination with the contacted laboratories in Mafraq and Ramtha to ensure that all the procedures are followed according to the agreed standard procedures and signed agreements between the IRC and the laboratories.
 
MAJOR RESPONSIBILITIES:
 
Effective and Professional Standards:
Ensure the smooth operation and coordination with the laboratories at Mafraq and Ramtha in accordance with the needs of health program for performing the necessary lab investigations

Ensure that all the standard and agreed procedures with the laboratories related to advising the laboratory tests, recording of the data and payments to the laboratories are followed as per the agreement with the laboratories

Coordinate closely with the health staff/medical doctors at the fixed clinics for accurate interpretation of lab tests performed at the laboratories

Liaise closely with the health manager for any issues/constraints related to operation and coordination with the contracted laboratories
 
PROFESSIONAL STANDARDS:
The Laboratory administration officer is required to demonstrate the IRC workers’ commitment and adherence to the values and principles outlined in the IRC Way-Standards for Professional Conduct. These are Integrity, Service, and Accountability. In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.
