BACKGROUND
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster.
 
 
The International Rescue Committee began relief operations in Jordan in 2007. Working together with six national and international organizations, and 19 community-based organizations, the IRC has provided 20,000 vulnerable Iraqi refugees with humanitarian assistance, mental health support and informal education.
 
SCOPE OF WORK
Under the supervision of the Senior Operations Officer, the Administrative Assistant will be the focal point for all administration-related activities in the Country Office that support the team in Amman. This individual will collaborate closely with the IRC Regional & Field offices team to undertake activities and perform duties in compliance with IRC policies and procedures.
 
RESPONSIBILITIES
 
Administration responsibilities:
 
Cover and maintain the reception area.

Receive, direct and relay telephone messages and fax messages.

Prepare and drafting correspondence letters and documents.

Receive, sort and filing mail and deliveries.

Organize conference and meeting room’s bookings.

Coordinate and schedule the Country Director Appointments and meetings.

Maintain centralized contact lists including staff, program visitors and partners;

In collaboration with the HR and Security departments, prepare documents required for international staff and visitor visas, work permits, residencies and other related personnel requirements stipulated by the Jordanian Government;

Assist the Deputy Regional Director and other regional staff in the implementation of administrative systems and procedures;

Receive, log and follow-up on requests from staff for space, accommodation and supplies;

Identify and receive requests for any needed repairs and/or supplies on guesthouses and permanent staff residences and refer to Supply Chain (SC) department for action, when necessary;

Maintain inventory records for office supplies (stationary, cleaning and kitchen supplies, toners etc.) and promptly advise SC department of restocking needs;

Review and verify bills received for facilities (office, guesthouses, permanent staff residences) including utilities, maintenance, provision of standard supplies, and prepare payment requests;

Oversee and support cleaners and kitchen activities.

Maintain and regularly update visiting staff schedule;

Manage hotel bookings as required for visiting staff, consultants etc., including ensuring prior approval by an authorized supervisor and recording of accounting expense codes;

Maintain a schedule for occupancy of the IRC guesthouses, ensure guesthouses are ready and appropriately stocked for incoming visitors;

Arrange for all arrival and departure, pick up and drop off from and to airport and submit timely transport requests to Supply Chain;

Communicate with visitors to confirm arrivals, accommodations and any transport requirements;

Ensure visitors are advised in advance of all arrangements and provided with arrival package including contacts and latest visitor security protocols;

Verify hotel billings and prepare related payment requests.

Record details of all IRC inter office mail pouches and international Skypack delivery and ensure timely distribution to recipients

Perform all other ad-hoc duties, as and when assigned by supervisor

PURPOSE AND DELIVERABLES:
The objective of this consultancy is to outline environmental strategy of the project to ensure effective integration of environment concerns in project activities with the ultimate goal of contributing to better development results. It will propose strategy framework of the planned project activities and pointing out the steps the project needs to take in order to mainstream environmental sustainability considerations in the project.

Key deliverables include:
1. A 20 pages Environmental Strategy report documenting the following topics;
- Project activities, goals, approaches and methodologies.
- Environmental settings in Naqab area/ Russayfa area.
- Legal framework for environmental project in Jordan
- Strategy framework to ensure environmental sustainability of all project components,
SPECIFIC TASKS: 
The focus of this assignment is developing environmental strategy of the Water Governance and Gender project. The specific tasks under this assignment are;
A- Project Description
Provide thorough review of the project activities, goals, approaches and methodologies.

B- Description of the Environment
Description of environmental settings in Naqab area/Russayfa city, including;
- Location and Climate
- Surface water resources
- Groundwater resources
- Land use and Infrastructure
- Biological Environment (Flora and Fauna)
- Solid waste management
C- Legal Framework Review
Detailed description of the environmental legal requirements in Jordan that pertain to the initiative, with more focus on the EIA policy and legislations.

D- Define Environmental strategy for all project components, including;
 Procedure and requirements of Environmental Assessment for Water Network Construction (component 1 under described “Project Activities” section above)
Identify level and procedure of the require Environmental Impact Assessment Study (EIA) to be undertaken for water network construction in Naqab area to comply with the Jordanian environmental law.
 Define environmental management framework for public participation and water governance components (components 2 and 3 under described "Project Activities" section above) including:
- Means for communities engagement in environmental planning and management
- Means for women's empowerment for sustainable environmental management
E- Propose a methodology for monitoring and evaluation of the sustainability of the environment
- Propose follow-up indicators (including gendered indicators on WASH)
- Methodology for monitoring and evaluation
- Frequency of reporting
- Stakeholders involved

TIME FRAME: 
This is a short term consultancy has to be conducted during August 2015 and include a total of 15 working days.

Role and responsibilities
The following is a brief description of the role.
The Teacher Support Officer is responsible for carrying out all activities and liaison with NRC learning centers in refugee camps and with project schools in Host communities in Jordan, including students, teachers, curricula and learning material, learning assessment and evaluation, school management and school community. The main focus of the position is to assess and respond to teachers’ needs in the NRC learning centers and schools, and to monitor and evaluate the implementation of NRC educational programs.
Generic responsibilities
1. In all areas work in a small team of 5 with other TSO and coordinate all team activities with them.
2. Follow up the teachers’ performance assessments by adopting different methodologies including focus group discussions and classroom observations etc.
3. Develop and implement activities to support and mentor teachers performance in collaboration with the Education team.
4. Coordinate with NRC education staff to ensure involvement of school management, students, teachers and wider community in activities undertaken in the program, including assessment and maintain good relationships with all stakeholders.
5. Design teachers’ professional development framework (pre and in-service).
6. Conduct needs assessments and accordingly prioritize training activities by developing annual teachers’ professional development plan.
7. Prepare and deliver training for teachers according to identified needs including preparing support material.
8. Define the specific programs learning outcomes expected to work on by teachers and achieve by students.
9. Design placement tests and post tests for all subjects taught through NRC educational programs.
10. Coordinate with TSOs and POs to ensure that all activities are carried out with the active inclusion of all community members (especially girl children and adolescents, female and male parents, teachers and guardians and children with disabilities and special needs.)
11. Work with project officers and the monitoring and evaluation unit to ensure that data is collected and recorded appropriately.
 
Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
· Follow up the Math teachers’ performance.
· Define Math learning outcomes of the educational programs implemented in NRC learning centres and Host community schools.
· Design Math placement and post tests for students in NRC learning centres and Host Communities schools.
· Monitor the implementation of the of math curricula in NRC learning centres and Host Communities schools.

Job Purpose
The Project Coordinator is a full time position designed to assist in the management and coordination of activities for all phases of EMPHNET projects implemented in the Eastern Mediterranean Region. Technical Coordination

• Participate in meetings relevant to the division’s initiatives
• Conduct field visits to monitor progress of project activities

RESPONSIBILITIES:
Manage the program activities in consistence with donor requirements and provide technical support, oversight and leadership to the Child Protection team.

Represent IRC with key actors in Zaatari, Azraq, and Amman if needed; including NGOs, UN and government partners in Zaatari, Azraq and in Amman alongside CYPD Coordinator

Provide technical inputs to the design and implementation key child protection interagency mechanisms

Maintain close coordination and collaboration with UNICEF, UNHCR and other organizations

Contribute to strategic planning and design for broader child protection efforts in Zaatari, Azraq and other locations

Program Implementation
Supervise and provide technical support to the team in the implementation of child protection in emergency activities, particularly regarding the implementation of case management activities, alternative care arrangements, BID panels, foster parenting and mentoring skills training in accordance with international child protection standards.

Supervise the implementation of the CP IMS and the ensure the respect of data security standards

Close monitoring of progress on achieving program’s indicators; and taking corrective actions whenever needed.

Liaise with other IRC Program Managers to ensure cohesiveness in approach and linkages and referrals among different programs as appropriate

Budget management and assuring appropriate and timely spending of grants to achieve program goals

Ensure timely donor, internal and external reporting contributions

Actively contribute to proposal writing and budget /strategy development

Monitor the quality of the program at large, case management in particular and contribute to lessons learned

Human Resources Management
Manage, supervise and build the capacity of Child Protection team and volunteers associated with the program through mentoring, internal and external training opportunities.

Overall responsibility for staff timesheets, work plans, vacation schedules, and staff training/development activities.

Take responsibility for discussing job expectations, performance, and objectives on an informal, quarterly basis with all staff and as a part of the annual Performance Review and Planning Process.

Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs in Zaatari.
Any other duties as assigned by the supervisor to enable and develop IRC programs.

1. Provision of social counselling and support to shelter programme participants, with strong focus on facilitating and supporting positive relations between shelter programme landlords and tenants and local communities.

2. Maintenance of good working relationships with local service and assistance providers. Facilitate refugee and host community access to such assistance by making necessary referrals.
3. Monitoring of the general context through regular field access and coordination to identify issues affecting refugees, hosts and inter-community relations.
4. Monitoring and reporting progress and impact of activities according to the monitoring and evaluation schedule, including weekly/monthly reporting on progress of activities to the Community Outreach Team Leader.
5. Ensuring that relevant monitoring tools for project activities are maintained and up to date.
6. Performance of other related duties as identified by his/her supervisor
Specific responsibilities

Overall responsibility for technical ICT troubleshooting to NRC users in the Senior Assistants geographical area of responsibility. Support the development and implementation of IT standards and policies, and provide technology support and solutions to meet the needs of the organization.
