Cross-border Economic Recovery and Development Program Officer

Job Overview/Summary:
The Cross-border Economic Recovery and Development (ERD) Officer will work closely with the Senior Manager - Cross-border ERD to support the implementation of ERD activities through the selected sub-partner organization(s). This will include working with both the sub-partner and the IRC Sub-Partner team to ensure that the selection of beneficiaries and distribution of the vouchers\NFIs takes place according to the agreed process and timeframe and is in compliance with IRC policies and procedures. The ERD Officer will also work. The ERD Officer should be committed to supporting the implementation and monitoring of the ERD cross-border program, and will be expected to feed into future programming design and implementation.
Major Responsibilities:
Program Implementation and Support
Support, and eventually serve as primary focal point for, the implementation of the cash voucher and NFIs component of the Cross-border ERD Program by:
Support ERD Manager in seeking additional funding opportunities by contributing to proposals and areas of expansion for the cash voucher and NFI component of the ERD Program.

Work with sub-partner(s) and ERD Manager to troubleshoot issues with the potential to affect program quality and required timeframe.

Work with sub-partners and ERD Assistants, located in southern Syria, to ensure program quality through the use of vulnerability criteria, voucher\NFI receipts, as well as assessment and intake forms

Work closely with the Cross-border Partnership Team and the ERD M&E manager to troubleshoot issues that arise with the sub-partner, including: compliance, program quality, and sub-partner capacity building trainings (remote or in-person).
 
Provide support to ongoing ERD activities, such as through overseeing tracking sheets, supporting procurement.

With technical support from the M&E Manager and ERD Manager, serve as the line manager for the team of ERD Assistants based in southern Syria.
 

Coordination
Attend internal coordination meetings with other Cross-border program colleagues to discuss opportunities for ERD to compliment other programs operating in southern Syria and challenges to cross-border operations.

Represent the Cross-border ERD Manager at internal and external meetings if needed.
 

Other Duties
Participate and contribute to regular team, both Cross-border and ERD, meetings.

Prepare procurement requests and work with IRC Supply Chain as needed for the ERD program.

Maintain relevant program files.

Any other task designated by the ERD Manager, such as participating in start up of new activities.

The Order Fulfillment Manager assumes the responsibility for the management of the inbound product flow of adidas, Reebok brands from suppliers until stocks are booked and the management & execution of order book for customers by coordinating / matching supply and demand within the supply chain and ensuring orders are fulfilled on time & in full.

Key Responsibilities:

- Accountable for accurate and timely inbound product flow management of adidas, Reebok and Taylor Made brands from factories until stocks are booked.
- Communicating effectively regarding the seasonal time-line and ensuring a timely and accurate placement of purchase orders as per GTM dates including the ongoing maintenance of all POs.
- Master data creation and system updates, Purchase Price and purchase order creation.

- Cost Control- Communicate & negotiate all quotations with the shipping, clearing & forwarding agents to ensure best service at preferential rates.

Key Responsibilities
Direction of the work of JRS at the Country level
• Safeguard the vision, identity and unity of JRS at the project level.
• On consultation with the Regional Director and the Project Directors, enter into negotiations and create agreements with the Church, government or funding agencies on their behalf.
• Together with the Regional Director, sign agreements with the local bishop, government or other funding agencies.
• Take initiatives, and develop project proposals for presentation to the Regional Director and the Regional Council for their approval.
• Direct and support the implementation of JRS works on a country level.
• In consultation with Project Directors, coordinate and define country policies, e.g., specific country security guidelines, and a country approach to education and social services.
• Facilitate reflection on and evaluation of projects and, when necessary to determine how the process of withdrawal/ closure/ handover is affected in a particular project.
• Ensure that JRS project members receive training in the use of JRS International programme templates, financial reporting procedures and the project database of the Pedro Arrupe System (PAS).
Care for Personnel
• Procure work permits and visas for JRS Internationally recruited staff.
• Make regular visits to Project Directors and teams in the field, listen and give support to each JRS team member. In case of problems, draw these to the attention of the Project or Regional Director.
• Give special care to JRS staff, making sure they receive necessary breaks and holidays.
• Sign contracts with JRS collaborators at the country level and terminate contracts, when necessary, in consultation with the Regional Director.
• In crises within the country, decide on security measures for JRS staff in accordance with the JRS Security Guidelines, after consultation with the Regional and Project Directors.
Administration & Finance
• Administer country finances and accounts, and guarantee a proper that projects are supplied with the necessary operating funds.
• Support the annual process of project level planning and budgeting.
• Manage the annual regional financial audit at the country level.
• Administer project accounts and guarantee a proper accounting of all project expenses.
• Render any other necessary administrative or logistical services to the projects and the region.
Procurement and Logistics
• Ensure that materials and equipment needed for the project are obtained at the best possible prices.
• Monitor and regulate use of materials and equipment.
• Arrange that equipment is repaired when necessary.
• Oversee the warehouse.
• Supervise and support the logistics officer and the warehouse staff.
Communication
• Maintain regular communication with and reporting to the Regional Director on major issues and developments in the country or in JRS.
• Meet with the region’s Country and Project Directors and the Regional Director at regular intervals.
• Communicate on a frequent basis with Project Directors and to pass on to teams all relevant information regarding the situation in the country, that of refugees and displaced persons, government policies and other news relevant to JRS.
• Submit brief country reports to JRS Dispatches with relevant information on JRS projects or on the situation of refugees and displaced persons in the country.
• Submit six month and annual reports to the Regional Director on the progress of projects within the country.
• Keep the local Jesuit communities informed about the work of the JRS in the country.
