The GIZ Regional Project: QUDRA - Strengthening resilience for Syrian refugees and host communities in Iraq, Jordan, Lebanon and Turkey is seeking a "Technical Advisor on Facilitating Dialogue and Dissemination” for its module (SO5 - Special Objective 5: Facilitating Dialogue and Dissemination) in Jordan on a full time base employment.
Major Responsibilities:
• Implementation and ope-rationalization of the strategy and the work plan of SO5 (Special Objective 5 Facilitating Dialogue and Dissemination) in Jordan
• Preparing and implementing dialogue, learning formats and SO5 project activities in Jordan and up-dating the work plan of SO5 in Jordan regularly aligned with activities of SO5 in partner countries
• Monitoring the development and implementation of the modules’ activities in close consultation with the module team leader and the other modules
• Coordinating and planning SO5 activities closely with SO5 coordinators in partner countries and other module team leaders in Jordan
• Developing operational plan for SO5 measures in Jordan including budget allocations and expenditures and up-date regularly.
• Introducing and implementing innovative, experimental learning formats such as so called “social labs” that enables the participants to develop jointly new initiatives and ideas
• Dealing with the design, preparation and implementation of national and regional dialogue and learning formats, such as conferences and other events on issues related to the modules’ area of activity
• Strictly applying a “Do-no-harm” approach in implementation of activities to avoid tension between host and refugee communities
• Close cooperation with political partner structures (Ministry of Education/Directorate for Building and International Projects, Governorates) and other implementing partners
• Represents the interest of the GIZ-assisted measure and always acts on its behalf
In this context, the position holder fulfils the following tasks:
 Tasks :
1. Advising the partner institution(s):
- Maintains regular communication with partner institutions including active participation in coordination meetings by line Ministries and development organisations.
- Deals with requests from partner institutions within the framework of the QUDRA mandate and budget. 
- Maintains an open and supportive relationship with partner institutions at all levels.
- Deals with the design, preparation and implementation of workshops, seminars and other events on issues related to the programme’s special objectives.
- Establishes network and cooperation structures to existing and potential local partners and stakeholders of the programme.
2. Networking and cooperation:
- Leads cooperation, regular contact and dialogue with partners at all levels, relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintains good working relationships.
- Establishes close cooperation with political partner structures (Ministry of Education/Directorate for Building and International Projects, Governorates) and other implementing partners.
- Ensures cooperation, regular contact and dialogue with partners; and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships.
3. Knowledge management:
- Ensures knowledge transfer to project/programme and implementing partners.
- Supports in developing best practise manuals and guidelines for SO5.
- Develop and maintain a data-base on partners and stakeholders of SO5 in Jordan (including service providers and media makers).
- Regular progress reporting on implementation.
- Prepares appropriate input for various project/programme reports including annual reports, and contributes to other reports as required by the Module team leader and GIZ Head Office.
- Compiles information on the core topics of the programme and ensures knowledge transfer.
- Assists with research activities and studies on core topics and issues of the programme
- Coordinates all sections of the QUDRA online platform in Jordan that are related to the achievements and activities.
- Compiles the relevant information for joint activities and assignments for the online platform develops content in a professional manner for the Qudra online platform in various formats.
- Maintains the “Jordan section” of the online platform and supports IT company in establishing information architecture for different user groups, knowledge sharing environment.
- Locates and archives modules knowledge of activities in Jordan.
- Ensures needed information is available and accessible for user groups and the most recent versions of data, figures and studies are online.
4. Coordination tasks:
- General project planning and develops project concepts including preparation, organisation and moderation of planning MADAD labs and learning formats, management, monitoring, quality management, evaluation, communication and documentation.
- Coordinates relevant project activities at national level in consultation with the Module team leader and in cooperation with the partners.
- Compiles the relevant information for joint activities and assignments.
- Identifies training needs at partner levels and suggests suitable approaches to address these.
Description of the Program:
QUDRA - Strengthening Resilience for Syrian Refugees in Iraq, Jordan, Lebanon and Turkey
The QUDRA program strengthens the resilience of host communities and refugees in the neighboring countries of Syria (Iraq, Jordan, Lebanon, Turkey), is co-funded by the EU - MADAD Fund and implemented by a consortium of European partners with GIZ in the lead. It seeks to improve education infrastructure, skills development, social cohesion and local administration capacities. In addition it promotes local and cross-country dialogues between refugees and host communities.
GIZ is looking to employ a qualified Advisor for all measures related to facilitating dialogue, knowledge sharing and learning amongst all partners and stakeholders across the region in Jordan under the QUDRA program, special objective 5 “Facilitating Dialogue and Dissemination”

CONTEXTUAL BACKGROUND
The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.
IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 3,000 staff and workers in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.
Job Overview/Summary
The Child Protection (CP) Partnership Manager, based in the IRC’s Amman office, will be responsible for supporting CP partnerships and lead the implementation of the capacity building programme. The Child Protection program in Syria works to support partners to develop their capacity in psychosocial assistance to children through safe spaces, provides case management for children, and works to reduce risks to their safety and well-being in accordance with international humanitarian principles of safety and dignity. The CP Partnership Manager will report to the CP Coordinator and work closely with the CP specialist. The CP Partnership Manager provides support to partnership programming targeting displaced Syrians inside Syria, including supporting the technical quality of case management, parenting and psychosocial services for children and their families. They will support the implementation of the IRC capacity building initiative of partner staff in case management.
Major Responsibilities
• Project, technical and grant management of IRC WPE partnership programming, including staff management.
• Work closely with partners to timely, implementation and development of programs, including providing oversight over the budget expenditures and progress towards targets.
• Identify and raise technical challenges partners will face in the delivery of case management services and propose tools and mechanisms to overcome them in a timely manner
• As required, provide technical support partners, guidance on program activities, etc. with partner related to good practices in PSS, case management, services for children, approaches to outreach, etc. (or other topics as identified together with WPE Managers)

• Support partner organizations to ensure they are on track to meet targets as agreed with IRC.
• Manage the implementation of the capacity building program and the capacity building officers to ensure partners are supported to undertake quality case management programming.
• Review partner case management tools and processes in line with IRC CP technical standards.
• Development and/or adaptation of mentorship tools to support partners to undertake case management
• Develop and roll out training plans and implement trainings for the partner’s based on the assessed needs for continued training in coordination with the CP specialist.
• Assess partner’s learning using a series of mentorship tools.
Research, Learning and Analysis
• Work with partner organizations to conduct regular analysis of child protection data collected from field teams in order to note trends and inform programming accordingly, as well as sharing information via reports as needed
• Lead the roll out and analysis of the assessments of each partner’s base knowledge and capacity.
Coordination & Representation
• Support the timely information sharing regarding challenges and needs at the field level
• Represent IRC in internal and external forums as needed, Gender Based Violence Sub Cluster;
• In close collaboration with the CP Coordinator, identify, establish, and maintain strategic partnership and coordination with other service providers related to GBV services to ensure sharing of learning

The Women’s Protection and Empowerment (WPE) Partnership Manager, based in the IRC’s Amman office, will be responsible for managing WPE partnership awards and the capacity building programme. The WPE Partnership Manager provides support to partnership programming targeting displaced Syrians inside Syria, including supporting the technical quality of case management and outreach services for women and girls and building capacity of partner staff in GBV case management. The women’s protection program in Syria works to support partners to develop their capacity in psychosocial assistance to women through safe spaces, provides counseling and case management for GBV survivors, and works to reduce risks to their safety and well-being in accordance with international humanitarian principles of safety and dignity. The WPE Partnership Manager will report to the WPE Coordinator and work closely with the WPE specialist.
Major Responsibilities

یشارك في التخطیط لمهام التدقیق من خلال المشاركة في جمع وتحلیل البیانات وتقییم مخاطر العملیات وتحدید الفحوصات بناء على تقییم المخاطر.
یشارك في بناء مصفوفة المخاطر للعملیات والمشاركة والعمل على تحدیثها بشكل دوري على مستوى مهمة التدقیق.
یعمل تتبع تفصیلي للإج ا رءات والانشطة المتصلة فیما بینها والتي تشكل سیر عملیات البنك ومراجعة اجارءات العمل المتعلقة بها.
یشارك في تنفیذ مهام التدقیق ضمن ف ریق العمل من حیث تنفیذ وتوثیق فحوصات الضوابط الرقابیة والعمل على تقییم وتوثیق نتائج هذه الفحوصات.

یقترح استحداث ط رق و اسالیب و عملیات جدیدة ضمن المهام المطلوبة منه وبالاعتماد على اجراءات العمل الخاصة بالتدقیق وبما یحقق قیمة مضافة للبنك.

Job Overview/Summary:
Reporting to Deputy Procurement Manager based in Amman, the Supply Chain/Procurement Officer is responsible for facilitating and following up on all procurement and Supply Chain activities in Syria in close coordination with Supply Chain staff based in Syria. The Supply Chain/Procurement Officer must be able to rapidly procure program and operation supplies, services and equipment, via his counterparts in Syria whilst ensuring best practices and maintaining audit-compliant records.
Major Responsibilities:
· Overseeing and coordinating all program and operations procurement processes for Syria including procurement of goods and services via Supply Chain staff based in Syria. This includes accepting Purchase Requests, drafting Requests for Quotations, Bids Analysis and Contracts/Purchase Orders and facilitating relevant reviews and approvals.
· Ensuring that procurement is carried out in accordance with IRC and donor policies and procedures and it is transparent and responsive to IRC needs.
· In coordination with the deputy procurement manager, keeping informed about up-to-date Standard Operating Procedures (SOPs) and supporting the deputy procurement manager in ensuring all relevant staff involved in procurement in Syria field sites are informed and provided appropriate technical guidance, as required. This includes support in planning remote trainings and in-person trainings, where possible.
· Working with SC focal points in the field offices of Syria to plan, prioritize and implement their tasks and responsibilities in coordination with their field-based direct supervisor to ensure timely implementation of SC related activities.
· Ensuring full and accurate utilization of the BVA system. In parallel, regularly updating the Purchase Request Tracking Sheet (PRTS).
· Participating in procurement committee meetings, when required.
· Ensuring that all supplies, services and equipment required are delivered on time. This includes routine communication, coordination and planning with the relevant requesting staff regarding their orders.
· Establishing and maintaining ethical, professional working relationships with suppliers.
· Coordinating with Finance and program departments to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.
· Maintaining supplier information for regularly purchased items, and staying informed of current local market conditions in northern Syria.
· Maintaining oversight on monthly trackers for frequently purchased supplies (i.e. kitchen supplies, cleaning supplies, fuel, drinking water etc.) in each field site and planning to avoid any stock-outs.
· Ensuring all SC related documents and files (electronic and hard copies) are properly archived, organized and up to date, and ensure regular back up of SC files on the relevant IRC formal files storage systems/means.
· Advising the deputy procurement manager on procurement-specific issues and/or improvements.
· Any other duties or tasked delegated by the supervisor.
Expected Deliverables:
· Maintain up-to-date status report (in the form of BVA system or PRTS) for all purchase requests.
· Provide on-time, standard monthly reports to the deputy procurement manager.
· Generate and maintain comprehensive price list for goods, services and equipment purchased by IRC.
· Maintain vendor list and ensure contract management.
· Support the deputy procurement manager to produce routine cash / payment projections.

Scope of responsibilities : Provision of quality health education regarding chronic disease management to Syrian refugee population and Jordanian population at the primary care level.
- Coach medical staff in health assessments and education regarding he NCD and lifestyle .
- Participate in health education of the patient (and family) when necessary·    
- Participate in preparation and delivery of in- house training of the staff (quality of care, patient and staff safety, update of protocols…).
- Know, promote, implement and follow at all times the universal hygiene standards/ pre-cautions, bio-hazard prevention and infection control, security rules and other protocols and procedures in the medical premises and ensure high standards of hygiene of his/her working environment .
- Ensure patients are properly received and installed in the health service.
- Ensures that patients with lack of autonomy are  assisted, especially regarding their feeding, personal hygiene, movements and comfort.
- Respect medical secret and confidentiality.
- Carry-out and supervise administrative  procedures and documents (fill in patients files, forms, consumptions, statistics, etc.), ensure an appropriate written/oral handover, and report any problematic situations and cases that may arise.
- Fill in all necessary registers and health files, participate in data collection and keep  doctors supervisors informed.
- Ensure up-to-date knowledge of and provide patient care according to MSF/ MoH guidelines.
- Treat all patients in a compassionate manner, respecting medical ethics and medical confidentiality.
- Identify need for patients’ education and provide education and materials on lifestyle, chronic disease management, self-care and medication adherence.
- Ensure the systematic and organized follow up of patients, including follow-up of non-attenders.
- Work in home visit team or community education sessions when required .
 
** Basic Salary is Seven Hundred and Fifty Seven Jordanian Dinars.
** Six months contract can be turned into Open-ended based on the performance

Responsibilities:
Take ownership and coverage for below items in regards to Payments & Cash Management services and products:

Job Overview/Summary:

Reporting to the senior Procurement manager, the deputy Procurement Manager is responsible for the efficient coordination and management of all procurement functions for IRC’s office in Amman for Syria program in Syria market. The position will also be responsible for the standardization of policies and good Procurement practices across all the Syrian field sites and will require regular to arrange and provide technical support to the procurement staff both Amman based and Syria remotely.
Major Responsibilities:

Compliance

• Make sure to follow all in country and global IRC procurement policies, SOPs and procedures are implemented and followed.
• Ensure that compliance with policies is documented through systematic and random verifications of policy implementation and Procurement records, based on a schedule agreed with the senior procurement manager and Supply Chain Coordinator.
• Ensure the performance of periodic checks to ensure that IRC Syria program is in compliance with IRC and donor standards, and to ensure responsive support to staff, programs, and partners.
• Identify management system weaknesses, establish priorities, provide recommendations for improved systems performance and ensure compliance
• Ensure that all program resources are used with the highest degree of stewardship
• Participation in Grant Opening meetings as relevant for area of operation
• Ensure that risk mitigation strategies are undertaken, aligned to IRC requirements leading preparation of required reports on risk disclosure, donor and local law.
• Promptly inform the senior procurement manager and Supply Chain Coordinator of any areas of concern of potential or suspected violations of policies and procedures.
• Ensure there is no negative audit observations/findings related to Procurement. If required corrective actions plans are developed & implemented to address audit findings.
• Ensure that issues of compliance are standardized across all field sites.
Procurement Management

• Responsible for creation and management of list for suppliers tracking and moved to Master Purchase Agreements ( MPA/MSA)
• Responsible for Due Diligence checks (supplier references, site visits, historical data, and anti-terrorism compliance) for frequently used and Contracted Suppliers.
• Manage Contracted Suppliers and other suppliers in terms of quality, delivery time, and value for money, etc.
• Make sure that regular market surveys in key procurement categories to be conducted in side Syria to ensure that IRC is receiving best value for money.
• Maintain an efficient procurement system for the Syrian program. Propose alternative tools and implement internal controls and establish a reasonable and appropriate lead-time for ordering and delivery of goods. Ensure timely delivery of goods to programs.
• Lead procurement staffs for all procurements for Syrian program in Syrian market.
• Prepare Requests for Proposal and manage contract/tender processes.
• Actively Participate in preparation of Procurement Plans for all grant and make sure to be followed.
• Follow- up with Finance department to ensure that all the procurement payments are paid in time.
Documentation and Reporting

• Follow up with relevant units, internal or external on documents and ensuring all procurement records are complete as per IRC policy and accessible.
