Scope of work

The Warehouse Officer reports to the Warehouse Manager and is responsible for managing IRC warehouses located in Amman and Ramtha, including receipt, storage and dispatch of program materials and supplies.
 
Specific Responsbilites:
· Maintains receiving, warehousing, and distribution operations by initiating, coordinating, and enforcing program, operational, and personnel policies and procedures.
· Complies with federal, state, and local warehousing, material handling, and shipping requirements by studying existing and new legislation; enforcing adherence to requirements; advising management on needed actions.
· Safeguards warehouse operations and contents by establishing and monitoring security procedures and protocols.
· Controls inventory levels by conducting physical counts; reconciling with data storage system.
· Maintains physical condition of warehouse by planning and implementing new design layouts; inspecting equipment; issuing work orders for repair and requisitions for replacement.
· Achieves financial objectives by preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions.
· Completes warehouse operational requirements by scheduling and assigning employees; following up on work results.
· Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
· Contributes to team effort by accomplishing related results as needed.
· Understand, implement and maintain standard IRC inventory management policies and procedures.
· Manage and document the receipt, handling, storage, release and reporting of goods through the IRC warehouse.
· Maintain the Warehouse Register recording all outgoing and incoming receipts and activities.
· Check quality, quantity and condition of goods delivered to warehouse, producing relevant Goods Delivery Note.
· Manage dispatch and transportation of program supplies from warehouse to field sites based on appropriately athorized store releases producing relevant accompanying documentation (waybills), when required.
· Implement and ensure clear loading / unloading procedures, correct stacking and turnover (FIFO or FEFO) procedures.
· Advise of potential inventory shortages
· Keep an accurate and up-to-date record of the store contents in stock cards and prepare monthly inventory reports.
· Carry out spot checks and physical inventory count on monthly basis.
· Manage Warehouse Assistants and casual laborers in the warehouse.
· Implement and ensure clear safety and security procedures.
· Ensure the maintenance of warehouse building, fittings and equipment.

Job Summary:

The Finance Officer in the Amman Office performs the day-to-day finance operations. He/she works with the Senior Finance Manager and the Assistant Finance Controller in the maintenance and oversight of the accounting operations to ensure that all finance operations in Amman are performed in accordance with IRC and country office policy and procedures.

Main Responsibilities:

Specific duties

Allocate all staff cost according to their time sheets, as well as, all shared program cost to the grants according to the monthly cost allocation percentages.
 
Manage all aspects of day to day operations of accounting department.
 
Assist in the implementation of Finance policies, procedures and systems.
 
Ensure compliance with IRC procedures and guidelines.
 
Review all payment documents for proper and adequate back up.
 
Prepare & review requests from the cash assistance program & reconcile them with the bank
 
Conduct a time sheet audit for country office from time to time.
 
Data Entry / Accounting Records

Review expenditure spreadsheet and submit to the Finance Controller
 
Maintain subsidiary ledgers for advances, receivables and payables
 
Verify completeness and accuracy of all accounting documents.
 
Execute a weekly back-up of all financial ledgers on every last business day of the week
 
Do postings in Sun system and prepare the draft of monthly finance report for HQ.

Payroll and Taxes
 
Review the national staff payroll that is prepared by HR, for calculation accuracy and completeness.
 
Record the national payroll; ensure standard financial controls are maintained and that all payments are accurate and legitimate
 
Ensure proper tax grades are used and all payments to Income and Sales Tax Department are accurate and legitimate
 
Prepare required tax reports to Tax authorities.

Bank Operations

Process cash withdrawals from the bank and ensure timely bank payments
 
Liaise with bank officials in order to ensure uninterrupted bank services
 
Obtain monthly bank statements in the first week of the following month for all bank accounts
 
Prepare monthly bank reconciliation schedules.

Cash Operations / Preparation of Vouchers
 
Ensure internal control procedures are followed for all cash disbursement, exchanges, receipts and transfers
 
Inform Finance Controller of all discrepancies
 
Ensure that cash payments are reduced as much as possible

Other
Assist the Finance Controller in responding to internal and/or external audit requests
 
Provide training to program staff on finance issues
 
Check sub-grantee reports and arrange payments to them with FC check and CD approval
 
Prepare monthly balance sheet reconciliation reports
 
Assist the and the Budget & Compliance Manager and Finance Controller in donor reports preparation
 
Review all Purchase Orders and Purchase Requests for proper coding and budget adequacy
 
Liaison with Supply Chain, Administration and Program.
 
In liaison with Logistics department, prepare commitment lists every month for financial obligations already entered into but not captured in financial reports.
 
Participate in tenders and review tender documents

Program Management
-Oversee the successful implementation of IRC program activities. Ensure IRC activities are planned and delivered on schedule, and that IRC deliverables are met as agreed with the consortium lead;
-Develop guidelines and criteria for the selection of health sub-grants;
-As requested, participate on sub-grant selection panel and provide specific input on the selection of health partners;
-Work closely with the consortium lead in monitoring health project activities and results. Liaise within IRC to support additional monitoring assistance to the consortium and sub-grantees
-Work closely with IRC M&E staff to ensure IRC adherence to internal M&E standards
-Prepare internal IRC reports and donor reports
-Work closely with IRC finance staff in the effective management of IRC project resources and preparation of IRC financial reports
-Actively cultivate positive and productive relationships with consortium members and participating Syrian organizations
-Ensure clear communication and effective coordination with IRC Syria Response country management and health program teams. Identify and maximize opportunities for collaboration where appropriate and actively support One Syria management efforts
-As requested support IRC concept note and proposal development.
Capacity Strengthening
-Support the online and in person delivery of the health curriculum, including monitoring results of participation, in collaboration with consortium members;
-Based on participant feedback, and in collaboration with consortium lead identify and support provision of additional support to participants as required;
-Utilize participatory, recipient-driven assessment tools and prioritization processes to identify health sub-grant recipient technical support needs and priorities;
-With health sub-grant recipients identify indicators and milestones for technical support and capacity development; work with partners to put in place agreed-upon frameworks for delivery and monitoring;
-Ensure ongoing technical assistance to health sub-grant recipients utilizing in person and remote methods as appropriate. Ensure inclusion of non-classroom methods grounded in adult learning techniques;
-Ensure close collaboration and coordination with consortium members in all capacity strengthening activities to ensure efficient use of time and resources by participating organizations and consortium members;
-In consultation with Consortium Lead, identify and develop opportunities to support ‘mentor’ organizations within Syria to contribute to capacity strengthening efforts of other participating organizations. Facilitate opportunities for peer learning across participating organizations;
-Ensure wider coordination with other health capacity strengthening actors to prevent duplication and take advantage of synergies;
-Advise on IRC’s wider capacity strengthening efforts within the Syria Response Region (SRR).
Curriculum development
-Develop structure, content and delivery methods of the health curriculum in close collaboration with consortium members and Syrian health actors under the guidance of the Health Technical Unit;
-Complete set of humanitarian health training modules for priority learning areas, utilising pre-existing resources where appropriate, tailored for the Syria context;
-Develop a health learning needs assessment tool to evaluate individual competencies in health and to gauge priority areas of training for both individuals and groups/participating organizations;
-In collaboration with consortium lead and IRC M&E staff develop monitoring and evaluation tools to assess progress on individual and organisation learning objectives and training effectiveness;
-Ensure effective feedback loops to adjust training content based on participant priorities.

Management and Coordination
-Working with the WOS Health Sector Focal Point and the WOS Health Sector Information Officer (both appointed by WHO) the Co-Lead will perform the following duties:
-Identify and make contact with other WOS Sector/Cluster coordinators at the regional level and other regional stakeholders. Contact with hub level stakeholders and existing coordination mechanism, including international NGOs and the civil society is done through the relevant health coordinator at the hub level
-Hold regular WOS coordination meetings with the leads/co-leads and with the health sector/working group/cluster partners from the hubs when necessary
-Feed into WOS Health Sector Strategic Advisory Group meetings when conducted
-Ensure health sector/cluster hubs respond in a harmonized, coherent and complimentary manner to the health needs of all Syrians across the country and independently from their location of residence or socio-cultural background
-Assist in leading the harmonization of health information management tools and products of the three hubs
-Develop in light of the OCHA SIMAWG (WOS IM group, the Syria Information Management and Analysis Working Group) guidance and in consultation with the hubs the information sharing protocols, including data protection and sharing of sensitive information and ensure compliance by the hubs
-Oversee, compile and analyze key health indicators and data from all hubs to ensure production of knowledge to steer the strategic and operational planning for the WOS health response. This includes the: WOS 4Ws, HeRAMS, EWARS/N, and WOS joint health cluster assessment analyses.
-In coordination with the hubs, identify humanitarian health needs of the target populations by planning and coordinating joint, WOS inter-cluster/multi-sectoral cluster assessments, as needed and determined by the Inter Sector/cluster Coordination Group (ISCCG) and SIMAWG
-Ensure, through involving health sector cluster/working group coordinators at each of the hubs, partners’ active contribution to and involvement in joint monitoring of individual and WOS common plans of action for health interventions
-Collate from each hub and disseminate common plans of actions and other information related to the health sector in regional sit-reps and/or regular Health Bulletins
-Represent the WOS Health Sector in WOS ISCCG at the regional level, contribute to jointly identifying critical issues that require multi-sectoral responses, and plan the relevant synergistic interventions with the other clusters concerned
-Assist in leading joint WOS Health Sector contingency planning for potential new events or set-backs, when required
-Assist in provision of support and strategic direction to WOS health cluster/sector at the hub level and the SSG in the development of the health sector components of SRP, CERF proposals, and other interagency planning and funding documents
-Assist in collation of information from hubs to financially track and determine status of Health Sector funding under the WOS SRP 2015
-Promote adherence to standards and best practices by all health cluster/sector/working group partners in the hubs taking into account the need for local adaption. Promote use of the Global Health Cluster Guide to ensure the application of common approaches, tools and standards
-Identify urgent training needs in relation to technical standards and protocols for the delivery of key health services to ensure their adoption and uniform application by all Health Sector/Cluster partners in the hubs and coordinate the dissemination of key technical materials and the organization of essential workshops or in-service training
-Ensure appropriate links among humanitarian actions and longer-term health sector plans, incorporating the concept of ‘building back better’ and specific risk reduction measures

Responsibilities and Duties
• Ensure a high quality artistic experience for all visitors
• Interact with and be responsive to children, parents and teachers facilitating the art learning experience through art programs and activities.
• Assist with the creation and implementation of art educational programs as requested by the Manager of Art Unit
• Attend monthly training, department and staff meetings when required
• Communication of art issues or concerns to the Art Studio Manager
• Maintain a high level of content knowledge for each activity, workshop and program
• Greet Visitors and resolve easy fixes problems quickly and tactfully.
• Set and reset art studio areas
• Interact positively with visitors and respond to questions and concerns.
• Follow museum policies and procedures, demonstrate outstanding work habits, work well with other staff and resolve conflicts.
