1. Role and responsibilities
The following is a brief description of the role.
Generic responsibilities
1. Ensure that all HR systems, processes and procedures are implemented in accordance with NRC guidelines, national legislation and donor requirements;
2. Support in revisions of Terms of Employment as needed;
3. Ensure that all processes are clear to staff and relevant guidelines / SOPs are in place and known to all; prepare, update guidelines, as necessary, to ensure clarity, predictability and transparency of processes;
4. Provide support to and interact with other departments and managers on all HR matters;
5. Suggest and implement initiatives and processes that contribute to a high-performing department and organization, including but not limited to, staff feedback mechanisms, staff surveys, complaints mechanisms, team building and other activities.;
6. Advice in personnel conflicts/processes when relevant; chair or participate in disciplinary hearings and investigations when needed;
7. Coordinate with relevant external partners, different agencies, governmental authorities, lawyers etc.;
8. Prepare and submit periodic reports as appropriate;
9. Support and supervise the work of administration staff, as required;
10. Any task relevant to the position requested by supervisor, Director of Operations or Country Director
Specific responsibilities
1. Ensure that staff records are up to date and filed appropriately; ensure maintenance of the electronic files for all employees and ensure that HR filing tree is up to date;
2. Coordinate staff recruitment and exits, inductions, onboarding, trainings, staff development, debriefs; ensure that different HR processes are properly tracked; ensure maintenance of HR database;
3. Supervise, train and develop HR team and day to day activities within the HR department;
4. Ensure accuracy of staff salaries and benefits; supervise monthly payroll;
5. Train and support staff with line-management responsibility in all HR processes
Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
• Director of Operations
• Country Director
• Project Coordinators and Project Managers• All staff with line management responsibility
